Say what the publish workflow still needs, and let a tag re-run

The workflow holds no PyPI credential on purpose, so it cannot upload
until a trusted publisher and the pypi environment exist. Both are
one-time steps in settings, and neither is done, so 0.17.0 was published
by hand. The release document now says so instead of implying the tag is
enough.

skip-existing, so re-running a tag does not fail on files PyPI already
holds.
