feat(scripts): inspect and open link access on material documents

Two read-mostly scripts for the documents behind the Planfix field
"Ссылка на готовый материал":

check_material_link_access.py shows who can open a document - its own
`anyone` permission, one inherited from the folder, or named grants - and
prints a CSV summary for a list of urls.

grant_material_link_access.py walks the backlog exported by
audit-material-link-open-tasks.ts in planfix-api-client and grants the
missing anyone:commenter permission. It skips folders, files outside the
shared drive and files that are already public, previews by default and
writes only with --apply.
