feature: add py.typed marker and pilot attribute annotations for #254

- Ship taiga/py.typed so downstream type checkers (mypy, pyright, ty)
  treat the package as typed instead of ignoring it.
- Declare the common id/version/created_date/modified_date attributes
  on InstanceResource, and the full field set on UserStory, as bare
  class-level annotations. These are not defaults - values are still
  set dynamically in __init__ from the API response - they only tell
  static analysis what attributes exist.
- Add mypy config with per-module overrides for the areas not yet
  annotated (taiga.client, the delete-signature mismatches in the
  MoveOnDestroy mixins), so the new typing tox/CI env is clean today
  and future annotation work removes overrides incrementally.
- Add a typing tox env and CI job running mypy over taiga.

This is a pilot covering one resource class; rolling out the same
pattern to the remaining ~40 model classes is follow-up work.
