project: sort destin imports into their own section

Ruff's isort configuration gained a first-party section for destin, so
every module's own imports now sit below the third-party ones instead of
being interleaved with them alphabetically. Nothing else changes: the
diff moves import lines and adjusts the blank lines between the groups.
