Update IntegratedTunnels to 1.9.4-693 and add passive interaction game tests

Bump IntegratedTunnels to the build containing PROP_PASSIVE_IO_IGNORE_FILTER,
which in turn requires IntegratedDynamics 1.32.0 and NeoForge 21.1.199.
IntegratedDynamics 1.32.0 adds IVariable#removeInvalidationListener, which
the game test variable doubles now implement.

Add passive interaction game tests for chemicals in GameTestsTunnelChemical,
covering importer and exporter with the ignore-filter option on, off, and
with passive interaction disabled. These use a separate subnetwork as the
external actor, since no vanilla block moves chemicals on its own.
