chore(docs): apply review feedback to KEP-2839

Split the proposal into server side (kubeflow/trainer) and client side
(kubeflow/sdk), as asked on the community call.

Drop the launcher adapter: TRL is launched with torchrun, which reads the
torch plugin's PET_* directly, so there is no translation and no
control-plane change. accelerate is out of scope and recorded as a
limitation instead, with the cluster results behind that decision.
