ci: trigger post-merge publish and deploy on push to main (#36)

Port of humanspeak/svelte-motion#468.

- npm-publish and cloudflare-deploy now trigger on push to main instead
  of pull_request[closed]: fork PRs don't receive secrets even on the
  merged close event, so publishes/deploys silently failed for external
  contributions. check-if-merged recovers the merged PR (labels, title,
  URL) from the commit via listPullRequestsAssociatedWithCommit, and all
  downstream github.event.pull_request.* references now flow through
  needs.check-if-merged.outputs.*.
- Bump actions across all workflows: checkout v7, setup-node v7,
  cache v6, upload-artifact v7, github-script v9, setup-python v7,
  codeql-action v4, stale v11, ghaction-import-gpg v7.
- Harden trunk analytics uploads (vitest + playwright) with
  continue-on-error so a flaky telemetry upload can never block a
  release; documented the junit paths in vite/playwright configs.
