warp: document the package as split, and cover every line of it

The API page still pointed at a module that is now a package, so neither the
drawing nor half of the measuring was documented at all. It lists the two
submodules, the way the writer and chart pages already do rather than the
package, which would give every re-exported name two targets and fail the build.

The design chapter had gone stale in two places. Segments joined because their
tempi are alike no longer take the middle tempo of their pieces, so that
paragraph described code that is gone; what happens now is that the whole line is
refitted and bends that stop paying for themselves are dropped. And the grid the
picture draws is placed by gathering onset strength onto candidate phases rather
than by averaging the envelope, which is worth writing down because the obvious
method is the one that was there before and it lands a third of a beat out.
Added the reasoning behind the picture itself, and that jumps in the beat are
reported rather than quietly absorbed.

Coverage is back to 100%, which took finding audio that reaches paths only real
songs had reached before: a beat that wanders and returns joins alike neighbours
without ever calling it an edit, a wander plus a jump leaves a bend that stops
being worth keeping once the line is refitted, and a clean change from 128 to 130
BPM makes the excursion test reject a real tempo change rather than merge it.

Two guards came out instead of being tested, because neither can happen. The
phase that gathered the most strength cannot have gathered none, and a pixel
column is never given an empty slice now that columns cover exact fractions.
_tempo went too: nothing had called it since the tempi started coming off the
continuous fit.
