Upload code coverage to coveralls (#1631)

* Upload coverage to coveralls

* Add coverage to README

Point the README badge's link at develop, the branch the badge measures.

Upload from the nightly only. The two uploads measured different scopes
(ci-core covers tests/unit + tests/workflows, the nightly the whole suite
with every extra installed) and ran in separate workflows, so they
arrived as separate Coveralls builds for the same develop commit and the
branch badge showed whichever landed last. Flags would only have labelled
them: merging needs parallel/parallel-finished within one build, which
cannot span two workflows. The full-scope number is the one worth
publishing, and ci-core keeps its step summary and htmlcov artifact.

Drop `if: always()` from the remaining step. pytest-cov still writes
coverage.xml when tests fail, and here a failed shard leaves a
coverage.xml combined from an incomplete set of shards, which is the same
reason the coverage-report job is itself not always().
