project: anchor the virtualenv ignores

The ignore entries for .venv and .sbclaude-venv were unanchored, so they matched
a directory of that name anywhere in the tree rather than only at the root.
Both move in with the other rooted paths.

In .wiswa.jsonnet the comments about demucs on Intel macOS say what they need to
and no more, and the coverage omit list is named once rather than repeated. The
rule against writing files with echo, cat or a shell interpreter is written down
in .claude/rules/general.md, where the assistant will actually read it.
