Add `.theme-reset` to drop inherited theme tokens (#42857)

* feat(css): add .theme-reset to drop inherited theme tokens

Put .theme-reset on a nested container inside a .theme-* subtree.
Theme-aware children then use their component fallbacks again.

.theme-* tokens inherit by design. There was no way to return to
unthemed defaults. This class sets each --theme-* custom property
to initial so var(--theme-*, fallback) uses the fallback.

* chore: bump bootstrap-utilities.css bundlewatch limit

.theme-reset ships with the theme helper classes. The utilities
CSS is 19.28 kB gzip, which is over the 19.25 kB cap.
