Add official support for Python 3.14 (#215)

Adds the Python 3.14 classifier, extends the tox envlist and the notebook
and doctest test environments to py314, and adds 3.14 to the latest- and
development-version CI matrices (bumping the macOS and Windows jobs to
3.14). Adds a release note; no code changes were necessary.

Follows the same approach as Qiskit/qiskit-addon-sqd#310.
