fix: make server instructions intent-based instead of naming tools (#372)

The server instructions named `get_logs` (hidden from `tools/list` on
hosted since #333) and `get_publishable_api_key` (should have been
`get_publishable_keys`); they now describe capabilities instead of tool
names, so they stay correct across platforms. Tool descriptions are out
of scope.
