feat: support status filter on GET /:address/collections

The address-scoped collections endpoint ignored the status query param,
which only worked on the committee GET /collections endpoint. Pass it
through to the collections query, narrowing the remote ids to the
on-chain approval state the status implies (same semantics as the
committee endpoint's filtered graph query).
