chore: keep .envrc out, since what it holds is the point of it

direnv loads it into every shell opened here, which is what makes it the
place a GITHUB_TOKEN ends up. A file that exists to hold credentials is
one commit away from publishing them, so this one is not anchored: an
.envrc in a subdirectory is the same secret.

Groups the rest while here, and says why the build products above it are
anchored and it is not.
