Move encoding volume docs to a how-to guide

The encoding volume download/load instructions were inline in the main
index page's "Main Functions" section, alongside the feature-computation
CLI functions rather than the other download/load functions. Move them
to a dedicated how-to/load-encoding-volume.rst, consistent with
load-channel-features, load-cells-features, and load-lfp-features.
