test: give integration tests a timeout suited to a real database

These run against three Postgres containers with no testTimeout configured,
so they inherited jest's 5s default. Hooks that seed fixtures already take 7
to 9 seconds on CI, and adding a suite was enough to tip an unrelated
items-controller hook over the edge: six social emote tests failed on
"Exceeded timeout of 5000 ms for a hook" while asserting nothing.

60s, so a slow runner shows up as a slow suite rather than as failures in
whichever test happened to be near the limit.
