Retry transient container starts in the settlement transition tests

The image pull reaches a registry, and that hop fails intermittently on CI
runners with 'bytes remaining on stream'. Because these tests treat a start
failure as fatal whenever a container runtime is required, a registry hiccup
turned into a red build twice: once on main and once on the sandbox coverage
job, both in plugin_installed_to_removed_clears_the_whole_histogram.

Starting the pinned image is now retried up to three times with a linear
backoff. The strictness is deliberately kept: after the final attempt the
error is returned unchanged, so a genuinely broken runtime still fails loudly
and is never silently skipped when MARIADB_EXPORTER_REQUIRE_TESTCONTAINERS=1
or CI=true. Only the transient case is absorbed.

Verified both directions with a non-functional runtime socket: required ->
retries then fails, not required -> skips gracefully.
