fix: pin the signature fixture to UTC so the hardcoded digest holds anywhere

new Date('2023-02-28 00:00:00') parses as local time, so the signed
expiration and effective values differed between my machine and CI. The
digest is hardcoded on purpose, which turned that into a test passing in one
timezone and failing in another. Uses explicit epoch millis now, verified
green under UTC, UTC-3 and UTC+9.
