test: require CAVLC and CABAC to decode identically

Both entropy coders serialize the same quantized coefficients, so their
decoded frames must match bit for bit. Encode detailed PlaneGrid content
(every block differs from its neighbours, so all three I_16x16 prediction
modes get used and mixed-sign trailing-one pairs actually occur) with both
coders across 16x16/8x8 granularity, QP 12-42, and deblocking on and off.

This pins the invariant the reversed trailing_ones_sign_flag broke, from
the other direction: CABAC emits each sign next to its own level so it was
never affected, and now a regression in either coder fails the test.
Reintroducing the sign-order bug fails 20 of the 20 subtests.
