feat: wire FORCE_RESYNC through compose as a one-shot repair switch

Mirrors nanopub-infrastructure aa40427: FORCE_RESYNC=true re-streams the
registry at startup and the per-repo isLoaded checks skip everything
already present, so without a store wipe it idempotently fills holes.
Safe on 1.25.0+ thanks to the empty-repo-status guard (290e60f).
