split out the ROI extraction tests

- move ROICoordinatesExtraction tests to test_roi_coordinates_extraction.py
- cover _get_atlas_registered_reference_mlap: handler, globus, http and popeye paths
- test _symlink_reference_session_reference_stack without a stand-in data handler
