Drop the TestPyPI publish job now that real PyPI releases are live

wheels.yml's publish-testpypi job existed as a manual (workflow_dispatch
-only) dry-run path for exercising trusted publishing before the real
`pypi` environment/publisher existed. Now that v1.1.0 is out on the real
PyPI and the tag-triggered publish-pypi job is proven working end to end,
that dry-run path is no longer needed -- drop the job and its RELEASING.md
mention of the testpypi-environment trusted publisher.

The `testpypi` GitHub Environment and its one stale deployment record
still need deleting via the repo's Settings > Environments UI -- doing it
via `gh api -X DELETE` failed here with 403 (needs org admin rights this
token doesn't have).
