ci: the release waits for the application it ships alongside

The macos-app job has run the Swift suite and assembled the bundle since
it was added, but nothing waited for it. A tag could therefore publish
while the menu bar client was red -- the release comment claims it waits
for every other job, and that stopped being true the day the job landed.

Adds macos-app to `needs`, and puts back the first line of the build
job's comment, which the same insertion had split in two.
