feat: a miss is an answer, not an empty structure (#98)

* feat: answer a TypoScript path miss with the siblings that exist

* feat: answer an unresolvable Fluid view path with the paths that resolve

* style: use a first-class callable for the key cast

* fix: offer only view paths with a usable root path as candidates

A declared *RootPaths key with no scalar path builds no chain, so it makes
viewPathFound false while still appearing as a candidate. Candidates now use
the same rule, which is what keeps a miss from handing back another guess.
