Commit Message

Replace fixed sleep with metrics readiness polling

Metrics integration jobs failed when sg-core was still building or when
Go bootstrap hit transient sum.golang.org errors. Poll for sg-core and
Prometheus metrics instead of sleeping 360s, retry Go download, and dump
debug logs only on failure.
