fix: keep OVN-IC routes and gateways consistent (#7265)

Drop learned IC routes that overlap local subnet CIDRs and keep them
on the auto-route blacklist while the local subnet exists. Reconcile
transit-switch Gateway_Chassis when gw-nodes change instead of skipping
an existing ts port. Disable ic-route-learn before stopping ovn-ic and
delete leftover learned routes by external-id.
