Integrated plugin logic with Composer API

Plugin is functional at this point, but requires documentation, tweaks
and possibly optimizing something in `ProcessExecutor` control flow as
it seems too slow for already installed packages.

TODO:
- README documentation
- removing links to removed tool installations
- uninstalling plugin procedures
- improve IDE integration (emulate static library locations)
- optimizations & code redesign
