Fix corrupted image bytes when fetching images by URL

Buffer.concat(data).buffer returned the entire underlying buffer
pool (8KB) rather than just the fetched bytes, since small Buffers
are allocated from a shared pool with a nonzero byteOffset. This
fed CanvasKit's decoder a PNG buried in unrelated pool memory,
which decoded correctly or not depending on the pool's layout at
that point in the process. Slice to the actual byte range instead.
