Migrate tester OTel export from Honeycomb to SigNoz (#1519)

* Migrate tester OTel export from Honeycomb to SigNoz

Reads SIGNOZ_INGESTION_KEY from env; hard-fails if unset. Endpoint
and header swapped; honeycomb query-URL template dropped.

Caller (pinger / cmd/api) must fetch the key from Vault and inject
it into the tester container env.

* services: rename dangling retryWaitSeconds to minRetryWait

The constant was renamed in 2fd20ca90 / 332d3e3dc but the test file
was left dangling; `main` has been failing to build since. Same
default value (5s), so no behavior change.

* tester: reuse caller's runId; drop uuid dep

configureOtel now takes runId as a parameter (performLanternPing
already has one). Also moves SetGlobal before ConfigureOnce so the
attribute is in place when OTel init reads it.
