Bound HTTP retry attempts

Count every request attempt, reject non-finite limits, and preserve the final connection error or HTTP response. Increase retry delays linearly after each failed attempt, cancel discarded response bodies, and report retry progress accurately. Treat non-successful MusicBrainz responses as API errors after retries are exhausted, with focused regression coverage. Forward the repository DEBUG variable to CI tests so HTTP retry diagnostics can be enabled.
