fix(deps): bump sqlparse from 0.5.5 to 0.6.0 (#1670)

Resolves four advisories affecting sqlparse 0.5.5, all fixed in 0.6.0:

- GHSA-f2ff-p2ww-7p4p / CVE-2026-71491: DoS via comment-only statements
- GHSA-pwgv-4x5q-6m9f / CVE-2026-54284: DoS, O(n*depth) work before the
  MAX_GROUPING_DEPTH / MAX_GROUPING_TOKENS limits take effect
- GHSA-prg7-hcfm-mfcr / CVE-2026-59893: ReDoS in the dollar-quoted literal
  lexer via a backreference in the closing-delimiter pattern
- GHSA-3496-9g83-7v6x / CVE-2026-59894: Python/PHP output filters escape
  quotes without first escaping backslashes

sqlparse is a transitive dependency via Django, so this is a lockfile-only
change. pyproject.toml is intentionally left untouched: the 7-day
exclude-newer quarantine stays fully in place, and the lock's
[options.exclude-newer-package] table still matches it. sqlparse 0.6.0 was
published 2026-08-13, so it clears the 7-day window today; after that a
routine re-lock keeps 0.6.0 on its own.

Verified locally: uv sync --frozen, mypy --strict (95 files, clean),
makemigrations --check, manage.py check, and the full pytest suite
(271 passed, 102 subtests).
