Remove unnecessary event

Pre pool create event is triggered after packages that should be
removed are already inspected, so removing tool packages from parsed
dev-require collection will not result in removing them from project
packages that were installed before requesting them as shared tools.

TODO: Reverse scenario is also incomplete. Removing shared tool from
project packages (or disabling the plugin) should remove stale links
from project bin directories, because Composer will not overwrite
them on update.
