fix(ci): pass an explicit npm dist-tag when publishing a prerelease

npm >= 11 refuses to publish a prerelease version without --tag:

  npm error You must specify a tag using --tag when publishing a
  prerelease version.

Every version this package will ship for a while is a prerelease
(1.0.0-alphaN), and this workflow upgrades to npm@latest because Trusted
Publishing needs >= 11.5.1 — so v1.0.0-alpha30 failed at the pre-publish
dry run. The build, the wasm smoke test and all six contract verifiers
had already passed; only the publish call was malformed.

Derive the dist-tag from the version instead of hard-coding one:
alpha30 -> alpha, rc.1 -> rc, 1.4.0 -> latest. Deriving it also keeps a
prerelease off 'latest', so 'npm install axiam-sdk-wasm' does not start
handing every consumer an alpha once a stable release exists.
