[TBAU-2120] Support Node.js 24

- Relax engines from "^16 || ^18" to ">=18" — the strict pin makes
  yarn 1 installs hard-fail in consumer repos now on Node 24 (e.g.
  quicktickets-check-in) and npm warn on every install
- CI matrix now tests Node 18/20/22/24 (16 is EOL)
- Release workflow builds/publishes on Node 24 (was EOL 16)
- Bump actions/checkout and actions/setup-node v2 -> v4

Full suite (rollup build + 43 jest tests + prettier) passes on 24.19.0.
