* Keep parentheses around the target of an annotated assignment

* Add changelog entry

* Collapse the redundant parentheses around an annotated target

Only the outermost pair keeps the target non-simple, so the nesting inside it carries no meaning and Black now removes it: ((x)): int = 5 formats as (x): int = 5.
