Exit with code 7 on SIGTERM/SIGINT

Per the service guideline, termination by signal must end with
EXIT_NOTRUNNING=7 instead of 0; the unit already treats 7 as success.
Also log the all-channels-disabled message as Info instead of Error,
since it is a graceful exit, not a failure.
