feat(macos): the overview asks for a round covering every tunnel

It has a latency column for each, and probes were asked for one tunnel at
a time as they were selected. So the column arrived half filled: the rows
nobody happened to click stayed blank, which reads as "no answer" rather
than as "never asked". Those are not the same news, and the table is
careful to draw them differently — which is wasted if the second one is
produced by accident.

The cost is real. Honouring it makes tun-manager send a packet for each
tunnel that is up. What bounds it is the publisher's floor of one round
every two seconds, and the addresses coming from the configuration rather
than from here.

DetailSelection moves into TunManagerFeed on the way. What a selection
asks tun-manager for is a decision, and a decision in the AppKit target
is one no test can reach — the rule the whole split exists for. The
window now reads `selection.watches` and `selection.probes` and chooses
nothing itself.
