Improved version script to fall back when not in git repo (#1437)

Details:

* The tools/version.py script is also used by the Sphinx build
  process via its conf.py file. When building for the master
  branch, the version script failed because the build is happening
  in a temp directory that is not a git directory.

  This change improves the version script to tolerate that and fall
  back to the version defined in the galaxy.yml file.
