Update babel monorepo to v8

Bumps @babel/core and @babel/preset-env to ^8.0.0. Babel 8 ships its own
TypeScript types, which conflict with the stale @types/babel__core
package that babel-jest transitively pulls in. Restrict the auto-included
type packages to node and jest in tsconfig.json (matching the setup in
the main comunica monorepo) so that stale package is no longer
type-checked. Babel is only used through babel-loader (which supports
@babel/core v8 as of v10.1.0) for the browser bundle; the JSON5 .babelrc
config still loads correctly under Babel 8.
