Update babel monorepo to v8

Carries out renovate PR #90.

Babel 8 ships its own TypeScript types via @babel/traverse and friends,
which clash with the v7-era @types/babel__* typings that jest pulls in
when TypeScript auto-includes everything under node_modules/@types.
Restrict tsconfig to the 'node' and 'jest' type packages, matching the
setup of the main comunica monorepo.

Verified: build, unit tests, lint, and the webpack browser bundle
(the only Babel consumer, via babel-loader) all pass.
