Update dependency typescript to v6

This removes the need for skipLibCheck and the restricted types list:
- Add @types/node as explicit devDependency, since the hoisted v17
  version predates the generic TypedArray declarations, and update
  lib to es2022 accordingly.
- Declare jest and node types in the test tsconfig, as TypeScript 6
  no longer auto-includes all @types packages.
- Use default imports for callable CommonJS modules (minimist,
  stream-to-string, nock), as esModuleInterop is now enabled by
  default and can no longer be disabled.
