ci: skip location-only changes in the template

`git diff` also ignores the `#:` source locations now, so a run that only
shifted line numbers no longer produces a `chore(i18n): extract messages`
commit. Weblate matches units by msgid, so stale locations in the template
cost nothing, while each noise commit made msgmerge rewrite all nine `.po`
files for zero translated string.

Replayed on the nine extraction commits so far: the three that change no
msgid (c4a2a91, e3a75c3, b15471b) would be skipped, the six that carry a
real change would still be committed -- a hunk is ignored only when every
changed line in it is generated metadata.
