fix(config): match previous TrustedIssuersLists API output format

TrustedIssuersLists was serializing as a list of {type,url} objects in API
responses, changing the previously exposed shape. Add MarshalJSON so it
always outputs a plain list of endpoint URLs, matching the prior format,
while UnmarshalJSON keeps accepting both formats to avoid breaking existing
callers that already send the structured shape.
