feat: add pipeline to register released versions to agent-control catalog and agent-type files (#673)

* feat(NR-594037): onboard nri-flex to agent control

Add on_release_agent_control.yaml workflow and .fleetControl/
definitions so releases publish to the Instrumentation Metadata
catalog. Binary keep_files paths reflect nri-flex's root-level
archive layout, which differs from other OHIs.

* feat(NR-594037): add testing overrides for fork's first run

source_repo/metadata_git_ref let the workflow pull releases from
newrelic/nri-flex since this fork has none of its own. Remove
before opening the upstream PR.

* fix(NR-594037): bump supportFromAgentControl to 1.21.0 for nri-flex

The nri_flex agent-type registry entry only landed in newrelic-agent-control
release 1.21.0, not 1.19.0.

* chore(NR-594037): remove test-only source_repo/metadata_git_ref before upstream PR
