propagate list remote errors, avoid azblob Container.Create when container exists

- CollectLocalBackups/CollectRemoteBackups/CollectAllBackups return errors
  instead of silently printing an empty list with exit code 0 when remote
  storage credentials are broken
- azblob Connect checks Container.GetProperties (read-only) first and calls
  Create only on ContainerNotFound, so existing containers no longer require
  create permissions; 403 errors get a hint about azblob->account_key / SAS
  and azblob->assume_container_exists
- log server-side command failures with .Stack().Err() so error chain and
  stack trace reach the logs instead of a raw %v dump
