fix(tooltip): repair transition state, theming parts and anchor ARIA (#2340)

Fixes the unstable `simple-text` part and the exact `[part='base']` theme
selectors, transitions that failed to supersede one another (`show()`/`hide()`
vs. a queued opposite, pointer re-entry mid animation, transient anchor
desync, never-settling delayed promises), a runtime `with-arrow` that never
reached the popover, and `Escape` emitting `igcClosed` with nothing to close.
Adds `aria-describedby` wiring, a real close button, `focusin`/`focusout`
defaults, and rewrites the stories around application scenarios.
