[Fixture] docs: Reduce each fixture doc block to the one allowed line (#203)

# Description

Golden rule 15 gives a test fixture one line on the declaration, which
says what the fixture is for. Six fixtures carried a paragraph instead.

Each kept its opening sentence. The detail they dropped described how
the double is wired and which guard it reaches, which the fixture's own
members and the test that uses it show. Two also drew a comparison to
the PHP port, which belongs with the porting notes rather than on the
declaration.

This is a partial pass. The type declarations under `src` stay for now,
because most carry a fact the declaration cannot show — the decorator
option types that mirror PHP's named constructor arguments, and `Char`,
which cites the URI grammar. Rule 15 moves that material to the
component documentation rather than deleting it, so those blocks need
the documentation written first.

Test classes are out of scope. Rule 15 names a test fixture as the
exception and says nothing about a test class.

The diff contains no executable change. Prettier passes and all 1,350
tests across 317 files pass.
