Bump CI actions and golangci-lint (#4)

Previously, the workflow was pinned to actions/setup-go v3, actions/checkout v3
and golangci-lint-action v7 running golangci-lint v2.3.1, all several majors
behind the rest of go-pkgz; this matches go-pkgz/routegroup, the most recently
updated of them. The skip-pkg-cache input no longer exists in the linter action
and is dropped, and the workflow now declares the read-only token permission it
actually needs. The go version stays at 1.23 to match the go.mod directive.

The checkout step now runs before setup-go, which enables module caching by
default and needs go.mod in place to configure it.
