ci: lift actions to current majors and test all packages with race (#6)

CI ran go test without ./..., i.e. only the root package was tested and
the pool package never ran on CI. Tests now cover all packages and run
with -race, which needs covermode=atomic.

Both push filters set to "**" as github scopes push events by ref type
and defining one key without the other excludes the undefined one.

reflect.Ptr replaced with reflect.Pointer, flagged by the current linter.
